Vanuatu Secondary School Extension Project Phase II Print

The upgrading and renovation of buildings to five Secondary Schools on remote Islands, including the provision of new libraries, secondary science labs, classrooms and dormitories. The project was implemented in close cooperation with counterparts from the Ministry of Education. The project was delivered by a Project Implementation Unit managed by the Ministry of Education Senior Architect and supported by the Reeves team leader and involved key MoE staff. Training of local small contractors and community workers was a key requirement. A feature of the project was to maximize community participation and to maintain flexibility to respond to ministry directives. Initially the team reviewed and reconfirmed the Project Design, undertook a detailed briefing and submitted design documentation for approval by Senior Ministry officials and school representatives at each site.

Site Supervisors recruited through Australian Volunteers International worked in conjunction with Provincial Maintenance officers on each island to deliver quality buildings in an environment designed to maximize local participation. Delivery methods responded to local capacity and included; direct labour from the local community, the use of small local contractors and the contracting of some buildings to medium size local contractors.
